Canon Point: Two weeks post season 10.
Personality: Bart Allen was impulsive, cynical, obnoxious, flirtatious, and generally impatient but for all his flaws the kid has a soft spot for helping people in need. His time living on the streets had jaded the kid as he witnessed injustices on a daily basis, and his skewed moral compass allowed him to steal without feeling any real guilt. It wasn’t until he met, and befriended, Clark Kent that Bart began to open up and start to reevaluate his lifestyle. That friendship pushed Bart to become a better person, a person who considered the needs of others over his own wants and desires.
For a year and a half, after meeting Clark, Bart began to change. His previous feelings of depression and isolation, feeling like the only freak in the world, melted away and left the young man with a brighter outlook on life. He took to helping others in need, not because he could benefit from his actions but because using his gifts to help them felt right. When he finally met Ollie, Oliver Queen, Bart was ready to take that final little leap and become a hero that the world needed.
The time he spent with the other League members taught the impulsive kid the value of trust and respect. Bart had found a place where he felt he fit in, and he had found himself surrounded by people he cared for. With time and experience Impulse, as his new family lovingly named him, learned the value of patience and planning. As badly as he would want to just charge ahead full speed, Bart knew that being reckless could endanger the lives of those he cared about so patience became more than just a virtue.
For all his dedication to the cause, and his companions, Bart still maintained a generally light hearted view of the world and enjoyed making his friends laugh. His carefree nature would show from time to time as he moved through life with a smile or joke ready to go. His impulsive nature had been tempered when it came to battle, but when it came to romance…all bets were off! The young man with Super Speed had a tendency to fall in love just as fast, and his flirtatious nature came out whenever he crosses paths with a beautiful woman.

Super Speed: Bart's chief ability is that he can run, exercise, react, or move his body at overwhelming superhuman speeds. Bart Allen can run faster than light-speed, so he can run on water, catch bullets in his hand, pass through objects and is faster than Clark Kent, even when he was younger Clark still couldn't catch him when he was jogging backwards. When they raced, Bart initially held back and let Clark believe that catching Bart might be doable. After jogging backwards for a while with a smile on his face he finally let loose and accelerated to such a velocity that even Clark could only perceive him as a flash of light.
In fact, based on the outcome of Clark Kent's past attempts to "catch" him, it's clear that Bart is much faster than a fully-powered Kryptonian in its prime, and it is likely that Bart's top speed relative to Clark, is comparable to Clark's top speed relative to the average human, and possibly even faster. When Clark uses his speed Bart almost perceives him in slow motion. Although not mentioned in the TV-series, Bart like his fellow speedsters, has a connection to the "Speed Force".
Super Stamina: Bart can run and exercise for a very long periods of time without getting too tired. However, this endurance is not unlimited, and running too long can overtax his body to the extent of nosebleeds. His durability is enhanced, but he's still as vulnerable to common weapons, such as tasers and side arms, as a non-powered human.
Intangibility: According to Toyman's files, Bart can move fast enough to pass through solid objects. This ability was later shown when one of the Brain and Monsieur Mallah's monkeys hits Impulse so hard it sends Bart flying at a wall but he was able to move fast enough to vibrate through the wall before crashing into it.
Super Metabolism : Bart can consume vast quantities of food without gaining weight. This is because he burns off the food considerably faster than normal people due to the speed he runs, meaning he also needs to eat and drink more than other people to keep himself from being fatigued.
Impluse's own durability is regulated by the Speed Force in such cases.
Air Friction Reduction Aura: He possesses an aura that prevents air friction from affecting his body and clothes while moving.
Metabolize Wounds: Accelerating his healing factor while using the Speed Force to sustain him, he could heal from grievous injury, however it should be noted that his injuries may not "heal right" and medical care may still be required.

Hey there big guy! So I’m doing this diary thing cause I figured it would be cool to keep some sort of record for what’s been going on. Plus ya never know when the old memories may disappear again! Huh, not really sure where to start but I guess I could tell you bout the kick ass day we had. So Chloe was all tripping cause some baddie was trying to take over the world again, as if the chump ever actually stood a chance, but I hated to see her fret. Ended up taking a quick run cross the pond and made my way to his last known location, oh before I forget we totally have to swing by this little place in Southern China! Dude I am telling ya I could smell those freaking dumplings from like a mile away and I would’ve swung by but the whole ticking clock thing…you know how it is! Man, why are the villains always freaking ruining snack time?! Anyways, sorry kinda got side tracked. Wait, what were we talking about?
[The speedster sighed as he looked back at the camera and gave a slight shrug of his shoulders. After a moment of silence the young man started to chuckle and just pointed at the camera.]
Yeah so I got no clue where I was going with all that, but uh, well I guess the whole lesson thing is that we really gotta go check out that restaurant! Hey stay cool…me, and I’m sure we will do this again sometime soon…if I remember to leave a note or something.
[He flashed a grin at the camera and suddenly disappeared in a blur on inhuman speed.]
Third Person Sample: Bart had arrived on promptly on time with a grin on his face and a fresh bouquet of flowers in his hands, but his words failed him when he noticed her outfit. To say that he was stunned would be putting it mildly. When the speedster finally managed to regain some of his composure he offered out an outstretched hand to give her the flowers. "I uh...got these for you chica." His hand shook slightly as he gave her the bundle of colorful flowers, and the young man fought desperately to stop staring at her. When Bart realized it was a hopeless struggle, he smiled again and winked at her. "Just gotta say, you are freaking gorgeous chica...I mean, already knew that but dang, Muy Caliente!" His warm laugh echoed across the room as he shook his head in earnest appreciation of her stunning outfit, and after a second he nervously fidgeted with the tie he had on. "I figured I should at least try to dress up a bit for you, just didn't really have anything aside from my tee shirt and hoodie so I kinda "borrowed the get up from a store a few blocks over...I swear I'll return later, just didn't want to escort an awesome lady like you round town looking like a bum."

Years spent hiding and running thanks to his freakish nature had left Bart used to being alone, and while he had managed to forge a few rare friendships nothing had prepared him for how he felt around her. Her bright smile and the gentle kiss on his cheek had sent his heart racing faster and when her cool fingers touched his cheek he knew he was falling hard. Bart's mouth felt dry and he struggled to find something to say but was spared when he watched her speed away to the kitchen. "God I love watching you do that..."
When the words tumbled out of his mouth he turned bright red from his confession, but as embarrassed as he was Bart really did enjoy seeing someone move with grace and speed. It took only a second for the embarrassment to fade as he joined her in the kitchen, smiling as he watched her put the flowers in water. Seeing her smile again set his pulse racing once more and feeling her arm entwine with his own set the young man's head spinning. Her words of finding him to be handsome brought on the cocky grin and Bart nodded slightly, afraid to speak for fear of making a bigger fool of himself. Even the mention of compelling the store didn't phase him but there was a slight twinge in the back of his mind at the thought. "No...Please, there's no need for that. It's one thing that I kinda nicked the clothes in the first place but I don't want to get you in any trouble over it."
He knew Clark would have given him that disappointed look, the one that spoke volumes about honor and doing the right thing, if he ever found out that the speedster had "borrowed" from a store. Yet as much as he hated the thought of hurting his friend, Bart couldn't bear to think of Clark taking a dislike to the girl he was falling for. "I shouldn't have taken the threads but honestly I don't care much bout that. Just don't want to ever use you or your abilities and you compelling a store for me would be just that! I'm sorry chica, you deserve so much better and I was a dummy for even bringing it up in the first place." His hero complex guilt began to kick into full speed but after taking a deep breath Bart gazed into her eyes and gently touched her cheek for a moment before leaning in to lightly brush his lips against hers.
